Inventory each electrical item in one lot. Record whether it held personal data and how that data was removed. Working equipment that has not been discarded as waste can be reused, with planned reuse kept distinct from a completed handover. A completed waste movement needs the receiver's authorisation, the matching transfer or consignment reference, and recorded evidence for that document choice. Completing the file is not a WEEE certificate.

Download the blank inventory. IT and electronics stay on the office guide. Decide keep or replace before this disposal lot. Complete the written transfer information when the item is waste. Log the official register check for the collector.

A completed inventory is not a WEEE certificate

One row per item in one lot. movement_stage is preparing, completed_reuse or completed_transfer. contains_personal_data is yes, no or unknown. Unknown is treated like yes for completion: data_removal_status cannot be not_required.

ICO small-organisation destruction advice says electronic deletion must make the data no longer usable, including recycle-bin and back-up copies, and points to overwrite software or specialist IT advice. overwrite_or_specialist_recorded needs a method note and a contract or record location. factory_reset_only is allowed as a recorded method but cannot set row_status to recorded when personal data is yes or unknown.

transfer_route is producer_takeback, permitted_facility, reuse_not_waste or missing. reuse_not_waste is only for working equipment that has not been discarded as waste and needs reuse_evidence_location. It does not use a transfer note. Intention to reuse after the item has already been discarded as waste is still a waste movement. preparing plus reuse_not_waste is planned reuse and stays waiting until handover evidence is recorded. completed_reuse needs reuse_evidence_location naming the actual handover. producer_takeback needs the producer or scheme name and a take-back reference. permitted_facility needs the intended or actual receiver and receiver_authorisation_evidence for that site’s permit, exemption or AATF approval. A carrier_register_check_row is a separate search log. It does not establish receiving-site authorisation.

hazardous_status is not_hazardous, hazardous, awaiting_classification or missing. pops_status is not_pops, pops, awaiting_classification or missing. A POPs flag is not automatically a hazardous classification. missing or awaiting_classification in either field cannot be completed_transfer. A completed waste movement also needs transfer_document_type non_hazardous_note or hazardous_consignment, the matching reference, and document_choice_evidence naming the recorded facts used to choose that document and the receiver’s acceptance. Do not treat every WEEE item as an ordinary non-hazardous note. row_status is waiting or recorded. There is no wiped, weee_compliant or certified value.

Take-back, duty of care and dry recycling

Defra’s England workplace recycling guidance lists waste electricals among items not typically collected with dry recyclables. Do not mark a dry-recycling bin as the transfer route.

GOV.UK EEE producer-responsibility guidance, last updated 12 August 2025, describes producer financial take-back for non-household WEEE from EEE placed on the market on or after 13 August 2005, and from earlier EEE replaced with equivalent new EEE, unless alternative arrangements have been made. Record whether such an arrangement is held. Do not decide that it is valid.

GOV.UK collecting used and waste electrical equipment, last updated 12 August 2025, discusses working equipment received by charities for resale. That is not an unconditional rule for every office item. This sheet treats reuse as working equipment that has not been discarded as waste, with recorded handover evidence. Wales small electrical items from 6 April 2026 stay on the waste-reduction Wales paragraph.

Save a copy of the blank file and type into the copy. The files are plain CSV with no formulas.

Worked example: a laptop still waiting

Northgate Studio is fictional. Recorded is not a WEEE certificate.

Item Data and movement Status
Laptop L-14 Personal data yes. Factory reset only. Classification waiting. Transfer missing waiting
Kettle K-2 No data. Take-back TB-22. Not hazardous and not POPs. Receiver permit EPR-SIM-1. Note WTN-22. Document-choice evidence names those facts recorded as a completed waste movement
Monitor M-3 Working equipment handed over for continued use; not discarded as waste. Reuse note RU-3. No transfer note recorded as completed_reuse, not as waste disposal

What this page does not finish

Keep-or-replace stays on the repair worksheet. Transfer-note fields stay on the transfer-note checklist. Carrier register search stays on the carrier-check log. Mixed-stream weights stay on the seven-day log. Producer registration stays on GOV.UK.
