Write the nation of the premises, the heating fuel shown on a bill or unknown, and whether a document says who may change the heating. Describe what you can see. Write questions for a qualified person about heat loss, emitters, electrical supply, noise, refrigerant handling and whether any current scheme applies. Preparing those questions can be complete while the professional answers stay unknown. A finished recording is not a design, a quotation or a finding that the building is suitable.

Leave the boiler and plant spaces closed. Use the responsibility record for who may change the heating. Read the green claims guide before saying a heat pump has cut emissions.

What an assessment pack contains

Document and fact rows are different from assessor-question rows. A roof or room description may include dimensions. Unsourced equipment sizing stays out. There is no kilowatt column and no grant-pound column.

Ofgem’s property-owner page, opened 12 October 2026, describes an installer-led Boiler Upgrade Scheme for some residential and non-residential properties in England and Wales. A non-residential building is not eligible for that grant where the installation is an air-to-air heat pump. Hybrid fossil-fuel systems are not eligible on that page. Those sentences are background. They are not an entitlement, and this checklist has no grant-pound column. Scotland and Northern Ireland are outside that page.

The checklist fields

Download both files. Save a copy of the blank list and type into that copy.

The files are plain CSV. You type every cell. The spreadsheet does not calculate a row and it does not reject a typed status.

The same blank fields are:

item_id, item_kind, item_text, item_progress, note, na_reason, eligibility_note and pack_preparation_status.

item_progress is not_started, recorded, unknown or not_applicable. The blank file starts every row at not_started. Not applicable needs na_reason. Completing a fact row as unknown needs a note that you looked and what is missing. Completing an assessor-question row needs the question or next inquiry written. eligibility_note stays blank unless a named installer or the scheme administrator has confirmed a reference. Even then the note is that reference, not a pound amount.

pack_preparation_status is not_started, in_progress, prepared_to_share or preparation_complete. prepared_to_share allows a partial pack to be shown to a professional. preparation_complete means every fact row is recorded, unknown with a reviewed note, or not applicable, and every assessor question is prepared. A blank template is not complete. Technical suitability is not assessed.

The fixed item ids are D1 premises nation, D2 heating fuel on a bill, D3 who may change the heating, D4 visible insulation, D5 visible emitters, D6 eligibility note, Q1 heat loss, Q2 emitters, Q3 electrical supply, Q4 noise, Q5 refrigerant handling and Q6 whether any current scheme applies.

premises_nation is England, Wales, Scotland, Northern Ireland or not stated. Who may change the heating is copied from the responsibility record or left unknown. It is not assumed from occupation.

Worked example: a fictional premises pack

Northgate Studio is fictional.

Item What was written Progress
D1 nation England Recorded
D2 fuel No gas bill in the example Unknown
D3 heating control No control document seen Unknown
D4 visible insulation Loft hatch closed. Insulation was not observed. Plant not opened. Unknown
D5 visible emitters Radiators visible in the office rooms. Plant not opened. Recorded
D6 eligibility Eligibility confirmation has not been obtained. Unknown
Q1–Q6 assessor questions Questions written. Professional answers unknown. Recorded as prepared questions

pack_preparation_status is preparation_complete because every fact row is recorded or unknown with a reviewed note and every assessor question is prepared. The pack may be shared. It does not establish suitability. The boiler cupboard stays unopened.

Limits

A completed recording is not a design, a quotation or a grant award. Booking an assessment is a later decision for a qualified person. The office walk-through does not gain an installation step.
